Phyllis was born on January 8, 1929, in Munson Township, the daughter of Lyle and Nellie (Tomlinson) Obrecht. She graduated from Geneseo High School with the class of 1946 and attended Illinois State University for two years where she was a Home Economics major. Phyllis was united in marriage to William C. Neuleib on June 25, 1950, at Grace United Methodist Church. Phyllis was a teacher in a one-room schoolhouse in rural Geneseo and did private tutoring for children who needed special help. After teaching, Phyllis worked in the Hammond Henry Hospital business office. She retired after 17 years of employment. Phyllis was a member of Grace United Methodist Church and served on various committees there. Always looking for ways to provide service to others, she volunteered for the Hammond Henry Hospital Auxiliary, Geneseo Good Samaritan Village and became a member of PEO, a philanthropic organization that celebrates, educates, and motivates women. Phyllis and her entire family were active in Drum and Bugle Corps and she spent many years volunteering as a cook, driver, fundraiser and was a second mom to thousands of drum corps kids. She was an avid scrapbooker, loved to read, work in her garden and watch sports. Her friends could count on her to remember every special event with a card or note. Phyllis and Bill were snowbirds and spent 25 winters in Gulf Shores, Alabama, becoming involved in that community as well. Phyllis found the most joy when she and Bill were with their children, grandchildren, and great-grandchildren.

Those left to cherish her memory include her husband, William, children, Gregg (Carol) Neuleib, Geneseo, Kari (John) Zimny, Folsom, CA, Molly (Mike) Hamer, Geneseo, Jane (Steve) Scherer, Geneseo, grandchildren, Peter Neuleib, Arthur (Rachele) Neuleib, Jonathan Zimny, Jeanette Zimny, Billy, Tess and Sally Hamer, Allison (Bronson) Good, Jack Scherer and Diana Scherer, great-grandchildren, Carter, Tristan, and Rylan Neuleib, and a brother, Ron (Bonnie) Obrecht, Geneseo
